Of course, it depends upon the purpose for reading. If being tested on the reading, the flow should give way to strategies which permit review.<br />The more internalized student questioning and self-monitoring of text, the better. Think-alouds are nice teacher tools to model this reader-author conversation. Additionally, I have students use comprehension bookmarks to prompt that conversation and also provide a context for post-reading discussion with parents and peers.
